If I want to set up a life insurance policy, name a charity as beneficiary, but retain ownership of the policy, can I deduct the premium payments I make?

The short answer is no, you cannot not. Life insurance premiums are deductable only for corporations that pay them for the officers of the corp and only few other obscure times. In this instance, since the charity is not the owner of the policy, you cannot deduct the premiums. If they owned it, and you paid premium through a donation to the charity, then you may be able to argue the deduction as a charitable donation, however the problem is then you put a restriction on the use of the money and that can cause the deduction to not be allowed.
